Mabuting Pamamahala o Good Governance

Ang lahat ng paraan ng politikal na pakikilahok tulad ng eleksiyon, paglahok sa civilsociety, at pagkakaroon ng participatorygovernanceay naglalayong magkaroon ng isang mabuting pamamahala o good governance.

Ang lahat ng paraan ng politikal na pakikilahok tulad ng eleksiyon, paglahok sa civilsociety, at pagkakaroon ng participatorygovernanceay naglalayong magkaroon ng isang mabuting pamamahala o good governance.  
Ano ba ang governance o pamamahala? Ayon kay Gerardo Bulatao, ang pinuno ng Local Governance Citizens and Network, ang governance ay interaksiyon ng mga ahensya at opisyal ng pamahalaan sa corporatesector, civil society organizations (CSOs), at mga partido politikal (ANGOC, 2006). Ang mahusay na interaksiyong ito ay makapagdudulot ng paggawa ng mga polisiya, pagtukoy ng mga nararapat na priyoridad, paglaan ng yaman, pagpili ng mga opisyal, at pagsasakatuparan ng mga hakbang. 
Bagama’t maraming bansa sa daigdig ang naghahangad na mangibabaw ang good governance sa kani-kanilang pamahalaan, hindi maikakaila na masalimuot ang konsepto ng good governance dahil sa iba’t ibang pakahulugan at manipestasyon nito sa isang bansa. 

Para sa World Bank, isang pandaigdigang institusyong pinansiyal na nagpapautang sa mga papaunlad na bansa o developing countries, ang good governance ay isang paraan ng pagsasakatuparan ng kapangyarihang mangasiwa sa “economic and social resources” ng bansa para sa kaunlaran nito (1992 Report on “Governance and Development). Ang interes ng World Bank patungkol sa governance ay ang paghahangad nito na magkaroon ng “sustainability” o pagpapanatili ng mga proyektong pinansiyal na tinustusan ng World Bank.   
Sa huling dekada ng ika-20 siglo hanggang sa pagpasok ng ika21 siglo, patuloy na nakapokus ang World Bank sa isyu ng pamamahala at pagtakda ng global agenda tungkol sa kalidad ng pamamahala sa konteksto ng mga polisiya at estratehiyang pangkaunlaran. Maaari lamang maganap ang sustainable development ng isang bansa kung mayroon itong “predictable and transparent framework of rules and institutions” para sa mga negosyong pampubliko at pribado. Lumilitaw na ang katuturan ng good governance para sa World Bank ay ang pagkakaroon ng isang bansa ng bukas at malinaw na polisiyang pangkaunlaran, may mataas na kalidad ng propesyonalismo sa burukrasya, at mapanagutang pamahalaan sa mga aksyon nito. Sa kabila ng pagbibigay-halaga sa aspektong politikal ng good governance, higit na pinagtutuonan ng pansin ng World Bank ang aspektong ekonomikal, at ang good governance ay katumbas ng “mabuting pangangasiwang pangkaunlaran” ng bansa.
